§ 18522 Federal Welfare Grant Distribution

Key Takeaways

  • •If the U.S. government gives money to help pay for welfare stuff, the state has to put that money into a special fund called the Relief Fund.
  • •The state gets to keep some of that money based on how much the state spent on welfare compared to what the state and counties spent together.
  • •The rest of the money goes to the counties, and each county gets a share based on how much they spent on welfare compared to all the counties.

Example

The U.S. government gives $100,000 to help with welfare costs in California.

The state looks at how much it spent on welfare and how much all the counties spent. If the state spent $40,000 and all the counties together spent $60,000, the state gets to keep $40,000 of the $100,000 (because $40,000 is 40% of the total $100,000 spent by the state and counties). The remaining $60,000 goes to the counties. If one county spent $10,000 on welfare, it would get $10,000 out of that $60,000 (because $10,000 is 1/6 of what all counties spent).

§ 18522 Federal Welfare Grant Distribution

During such time as grants-in-aid are provided or made available by the United States government for either direct costs or administrative costs of welfare activities under this chapter, or both, the State Treasurer shall transfer the sums so granted to the Relief Fund. Of such sums, there shall be credited to the state an amount which bears the same proportion to the total of the sums so granted that the total state expenditure under this chapter during the period for which the grants are made bears to the total of both state and county expenditures under this chapter during that period. The remainder of such sums shall be credited to the counties of the state, and the State Treasurer shall pay to each county therefrom an amount which bears the same proportion to the whole of such remainder that the county funds expended by that county under this chapter during the period bears to the total of all county funds expended by all counties under this chapter during the period.
