• •If a group (the board) thinks adding new land to their area will help, they can decide to do it.
• •They must get permission from another group (the local agency formation commission) before they can add the land.
• •They have to get this permission before they even talk about it in a meeting.

A small town wants to add a nearby neighborhood to their school district because the neighborhood kids have to travel far to go to school.

The school board thinks adding the neighborhood will help the kids, so they decide to do it. But first, they have to ask another group for permission. They can't even have a meeting about it until they get that permission.
