• •If the water department says there isn't enough water for a new project or the project won't work, the hearing about it gets delayed for up to two months.
• •After two months, the project will be canceled unless one of two things happens:
• •Either 75% of the landowners in the area ask the board to approve the project in writing,
• •Or the board changes the project to match what the water department suggests.

A group of farmers wants to create a new water district to get more water for their crops. The water department checks and says there isn't enough water for everyone in the proposed area.

The hearing about creating the new water district is delayed for two months. If, within those two months, at least 75% of the farmers (landowners) sign a petition asking for the project to go ahead, it might still happen. If not, the board might change the project to use less water, following the water department's advice. If neither happens, the project is canceled.
