§ 13889 Grant Eligibility After Loan

Key Takeaways

  • •You can't ask for a grant unless you've also asked for a loan first.
  • •If your loan request is denied because you don't need the money, you can't get a grant.
  • •If you can't pay back the full loan, you can ask for a grant to cover the part you can't pay.
  • •The grant only covers what you can't pay back; you still have to pay what you can.

Example

A small town wants money to fix its old water pipes.

The town must first ask for a loan to fix the pipes. If the loan is denied because the town doesn't really need the money, they can't get a grant. But if the town can't pay back the full loan, they can ask for a grant to cover the part they can't afford.

§ 13889 Grant Eligibility After Loan

No application for a grant may be made pursuant to this chapter unless the public agency has also applied for a loan pursuant to the California Safe Drinking Water Bond Law of 1976. No public agency whose loan application has been rejected on the basis of lack of financial need shall be eligible for a grant. If the department has determined that the applicant is unable to repay the full costs of a loan, the applicant may also file for a grant. Upon receipt of a grant application, the department shall determine that portion of the full costs that the applicant is capable of repaying. Grant funds shall only be provided for that portion that the applicant is not capable of repaying. (Added by Stats. 1978, Ch. 322.)
