§ 11930 Housecar Manufacturer Definitions

This rule explains who is called the first‑stage maker and who is called the second‑stage maker of a housecar.

Key Takeaways

  • •First‑stage maker = makes engine, frame, and drivetrain.
  • •Second‑stage maker = adds the permanent house part and equipment.
  • •Both together create a complete housecar ready for sale.

Example

Imagine a tiny house on wheels. One company builds the engine, the frame, and the wheels. Another company later puts on the walls, kitchen, and bathroom to make it livable.

The first company is the “first‑stage manufacturer” because it makes the engine, chassis, and drive train. The second company is the “second‑stage manufacturer” because it adds the permanent living space and equipment, making the vehicle ready for a buyer.
