§ 10202 Employment Training Panel Authority

This law creates an Employment Training Panel inside the Employment Development Department, lets the Governor pick an executive director to run it, and also lets the Governor pick two assistant directors who work under the executive director.

Key Takeaways

  • •The Employment Training Panel is set up inside the Employment Development Department.
  • •The Governor appoints the executive director, who runs the panel with the panel’s approval.
  • •The Governor also appoints two assistant directors who report to the executive director.
  • •All other staff are hired under the State Civil Service rules, except the director and assistants.

Example

The Governor chooses Alex to be the executive director and two people, Sam and Lee, to be assistant directors. Alex can hire staff, set up divisions for job training, and change those divisions as needed, while Sam and Lee follow Alex's assignments.

Because the law says the Governor appoints the executive director and the assistant directors, Alex and the assistants get their jobs that way. Alex can then run the panel, hire workers (except the director and assistants, who don’t have to follow the usual civil‑service hiring rules), and set up or shut down parts of the panel as needed.
