§ 27251 District Territory Exclusion Rules

• •If a piece of land is not getting any benefits from being part of a special district, the owners can ask to leave the district.
• •The land must not be in a city and must not have any transit services from the district.
• •More than half of the landowners (by land value) in that area must agree and sign a petition.
• •The district's board can then decide to let that land leave the district.

A group of farmers own land near a small town. Their land is part of a special district that provides bus services, but the buses never go to their area. The farmers don’t get any benefits from being in the district.

The farmers can collect signatures from other landowners in their area who own more than half of the land value. They can then ask the district’s board to remove their land from the district so they don’t have to follow its rules or pay its fees anymore.
