§ 40271 Bay District Funding Allocation

Key Takeaways

  • •Every year, the bay district figures out how much money it needs for the year.
  • •The money is split between the counties in the bay district: half based on how much property is worth in each county, and half based on how many people live in each county.
  • •The bay district can't ask for more than 2 cents for every $100 of property value in the whole district.
  • •They use the latest population numbers they have to do the math.

Example

Imagine there are two counties in the bay district: County A and County B. County A has more people but less expensive property, and County B has fewer people but more expensive property.

The bay district will calculate how much money each county needs to pay based on both the number of people and the value of the property. So, County A might pay more because it has more people, but County B might also pay a lot because its property is worth more.

Before the first day of September of each year, the bay district board shall estimate and determine the amount of money required by the bay district for its purposes during the fiscal year and shall apportion this amount to the counties included within the bay district, one-half according to the relative assessed value of property on the secured roll of each county, or that portion thereof, within the bay district as determined by the bay district board and one-half in the proportion that the population of each county, or that portion thereof, within the bay district bears to the total population of the bay district. For the purposes of this section, the bay district board shall base its determination of the population on the latest official information available to it. The total amount of money required by the bay district to be apportioned to the counties, or that portion thereof, included within the bay district for its purposes shall not exceed two cents ($0.02) on each one hundred dollars ($100) of the assessed value of all the property included within the bay district.
