A local health clinic gets a grant from the government to help people with medical care. Some of the people they help have Medi-Cal or private insurance.

The clinic must try to get paid by Medi-Cal or the private insurance companies for the care they provided. They also have to report to the government how much money they got from these sources. The government might then ask the clinic to give some of that money back to the state.
