• •It can give those products to others.
• •It must charge only the actual cost, not add extra fees.

The health department buys a batch of flu vaccines and then gives them to local clinics for exactly what the department paid for them.

Because the law says the department can distribute at cost, the clinics only pay the purchase price, not a profit margin.
