§ 9904 Amending Or Repealing Chapter

Key Takeaways

  • •This law can only be changed in two special ways.
  • •First way: Politicians must vote with at least two-thirds saying yes, and the Governor must sign it. The bill must also be shown to the public for at least 20 days before voting.
  • •Second way: If the first way doesn’t work, the change must be approved by the people voting in an election.
  • •If part of the first way is found to be invalid, then only the second way can be used.

Example

Imagine a group of politicians wants to change a law about how schools get money.

They write a bill and show it to the public for 20 days. Then, they vote on it. If at least two-thirds of them say yes and the Governor signs it, the law changes. If not, they have to ask the people to vote on it in an election.
