§ 56812 City Appropriations Limit Calculation

Key Takeaways

  • •When a new city is created, a group (the commission) figures out how much money the city can spend in its first year.
  • •They guess how much money the city will get from taxes in the first year, then adjust it for things like more people living there or prices going up.
  • •After the first year, the city leaders look at how much money the city actually got from taxes and adjust it again for things like more people or higher prices.
  • •The final spending limit is decided by the voters in the next city election.

Example

A new city called 'Sunnyville' is created. The commission guesses Sunnyville will get $1 million from taxes in its first year.

The commission adjusts the $1 million for more people moving in and prices going up. After the first year, the city leaders see Sunnyville actually got $1.1 million. They adjust this amount for the next year's changes, and the voters decide the final spending limit in the next election.
