Imagine your school needs a new hall monitor. The principal gets a list of kids who want the job and are allowed to do it. If the principal doesn't pick someone in 60 days, the school secretary has to pick someone from that same list.

The law says that if the person in charge (like the principal) doesn't choose someone from the list in time, then another person (like the secretary) has to step in and make the choice, but they can only choose from the same list.
