§ 19220 Voting System Testing Agencies

This law says a “state‑approved testing agency” is any person or group that the Secretary of State lets test a voting system so it can be certified for use.

Key Takeaways

  • •Only agencies approved by the Secretary of State can test voting systems for certification.
  • •The approval is needed for both full certification and conditional (temporary) approval.
  • •The definition applies to any person or entity, not just government offices.

Example

A tech company builds a new voting machine and wants it approved for the next election.

The company must get permission from the Secretary of State. Once approved, the company (or another approved group) can test the machine to make sure it works before it gets certified.
