§ 30967 Bond Issuance For Improvement Districts

• •If a special area (improvement district) is created, any money borrowed (bonds) for that area can only be used there.
• •Taxes to pay back the borrowed money can only be charged to the people in that special area.
• •The money made by the whole district can only be used in the way that was decided when they said the special area was needed.

A neighborhood wants to build a new park, so they create a special area for it.

If they borrow money to build the park, only the people in that neighborhood have to pay the taxes to pay it back. The money the whole town makes can’t be used for the park unless they agreed to it when they decided to build the park.
