A group of neighbors wants their small town to become part of a bigger nearby city to get better schools and roads.

The neighbors sign a request and give it to the town leaders. The leaders must then talk with the neighbors and the city leaders to make a plan. After that, they have to hold a vote so everyone in the town can decide if they want to join the city or not.
