§ 14351 District Territory Exclusion Rules

Key Takeaways

  • •If a piece of land is in a district but doesn't get any services (like water or electricity) from that district, it can be removed from the district.
  • •The land must not be part of any city and the district must not be doing anything for it.
  • •There’s a special process (the District Reorganization Act of 1965) to make this happen.

Example

Imagine a big empty field that’s officially part of a water district, but the water district never gives it water or does anything for it.

The owners of that field can ask to have it removed from the water district because it’s not getting any help from being part of it.
