§ 12853 Bond Issuance Referendum Rights

Key Takeaways

  • •The board can decide to issue bonds (like borrowing money) after they vote on it.
  • •People can challenge this decision if they don’t like it (this is called a referendum).
  • •The board can issue more bonds later if they need to—it’s not just a one-time thing.

Example

A city wants to build a new park but needs money, so they decide to issue bonds.

The city board votes to borrow money for the park. If some people don’t like this, they can try to stop it with a vote. Later, if the city needs more money for another project, they can issue more bonds.
