§ 6794 District Payment Authorization Rules

Key Takeaways

  • •The treasurer can pay bills only after the board approves them and the president and secretary sign off.
  • •The board can set up a faster way to pay bills without waiting for approval, but only if the treasurer checks it fits the budget.
  • •If bills are paid this faster way, the board still looks at them later to make sure everything is okay.
  • •Big bills that cost more than the budget still need the board’s okay first.

Example

A school needs to buy new computers for the classroom.

If the school board already said it’s okay to spend money on computers in the budget, the treasurer can pay for them right away without asking the board again. But at the next meeting, the board will check to make sure the computers were a good buy and the money was spent correctly. If the computers cost way more than the budget allowed, the treasurer has to get the board’s approval first.

§ 6794 District Payment Authorization Rules

(a) The treasurer, or other person or persons that are authorized by the board, shall draw checks or warrants to pay demands when demands have been approved by the board and signed by the president and secretary. (b) Notwithstanding subdivision (a), the board may adopt a procedure that provides for checks or warrants to pay claims and demands without approval by the board of directors before payment if the district treasurer determines that the demands are payable within the district’s approved budget. The procedure shall contain appropriate internal controls with measures to prevent fraud and ensure accountability, and which are necessary for financial reporting in conformance with generally accepted accounting principles. Demands so paid shall be presented to the board of directors at the next regular meeting for review. Demands exceeding the district’s approved budget shall be subject to board approval. (Repealed and added by Stats. 2023, Ch. 19, Sec. 2. (AB 759) Effective January 1, 2024.)
