§ 104189 Council Program Oversight Duties

This law tells a council what it has to do for a research program, like setting goals, deciding how money is split, making sure everything is fair, and helping turn research into real‑world products.

Key Takeaways

  • •The council sets the program’s big goals and research focus.
  • •It decides how to split money among those goals.
  • •It creates and checks rules to keep the grant process fair and based on merit.
  • •It works with outside groups like hospitals, companies, and government agencies.
  • •It writes the criteria for giving awards and reviews grant applications.
  • •It helps turn research findings into commercial products or other uses.
  • •It makes its own internal rules and helps pick experts for review panels.

Example

A university wants to give a grant to a new health‑tech startup that is developing a wearable heart monitor.

The council will first decide if health tech is a priority, figure out how much money can go to that area, check the startup’s application for fairness, set the rules for awarding the grant, and then recommend that the grant be given. They also make sure the research results will be shared and can become a product later.
