§ 32268 Actuarial Valuation And Adjustments

Key Takeaways

  • •The system must be checked by an expert every 5 years to see if it's working well.
  • •The expert looks at how many people are in the system, how much money they make, and how much money the system has.
  • •Based on the expert's report, the board can suggest changes to how much people pay in, how much the county adds, and interest rates.
  • •Changes only apply from the date they start, not before.

Example

Imagine a big piggy bank for teachers' retirement money. Every few years, someone checks if there's enough money in the piggy bank for everyone.

If the piggy bank doesn't have enough money, the board might ask teachers to add more money or ask the county to help fill it up. They can't ask for extra money for time that's already passed.

§ 32268 Actuarial Valuation And Adjustments

The board shall cause an actuarial investigation and valuation of the system to be made immediately after the first year of operation and thereafter at not to exceed five-year intervals. The investigation shall be conducted under the supervision of an actuary and shall cover the mortality, service, and salary experience of the members and beneficiaries, and shall evaluate the assets and liabilities of the fund. Upon the basis of the determination, investigation, valuation, and recommendation of the actuary, the board shall recommend to the board of supervisors such changes in the rate of interest, in the rates of contributions of members, and in county appropriations as it deems necessary. No adjustment shall be included in the new rates for time prior to the effective date of the revision. (Added by Stats. 1947, Ch. 424.)
