§ 5990 Conduit Screen Installation Requirements

• •If you own a water pipe (conduit), you must put a screen on it when the government tells you to.
• •You can't take the screen off unless you're cleaning or fixing it while water is flowing.
• •If you don't follow these rules, you're breaking the law.

A farmer has a water pipe that takes water from a river to his fields. The government tells him to put a screen on the pipe to stop fish from getting sucked in.

The farmer must put the screen on the pipe. If he doesn't, or if he takes it off just because he feels like it, he's breaking the law. He can only take it off to clean or fix it while the water is running.
