§ 19283 Remote Vote By Mail Rules

This law says the Secretary of State must set rules for mail‑in voting systems that people can use from home, making sure the machines work right, keep votes secret, stop cheating, and can be used by voters with disabilities or who need another language.

Key Takeaways

  • •The Secretary of State has to create and publish standards for remote mail‑in voting systems.
  • •The systems must be fit for purpose, keep the ballot secret, be safe from fraud, and be usable by people with disabilities or language needs.
  • •These rules have been in effect since January 1 2017.

Example

Maria, who is blind, wants to vote by mail using a remote system. The system must let her vote privately, work correctly, and be safe from tampering.

Because the law requires the system to be accessible to voters with disabilities and to keep the ballot secret, Maria can use the system and trust that her vote is private and counted correctly.
