§ 10862 Cradle-To-Career Data Office

(a) The Office of Cradle-to-Career Data is hereby created within the Government Operations Agency. (b) The office shall also be known as the “managing entity,” and shall serve as a neutral administrative body, consistent with the purpose and intent of this chapter, to do all of the following: (1) Initiate the data system during the startup process. (2) Ensure wide, appropriate, and legal use of the data system as a one-stop shop for cradle-to-career data to support policy researchers. In order to ensure individual privacy, and in accordance with federal law, control of the data available through the data system shall be retained by the data providers who contributed the data through their participation agreement, and disclosed to and by the managing entity only to the extent permitted by federal law. (3) Scale operational tools to better serve educators, students, and families. (4) Implement communications, professional development, and technical assistance that supports data system use. (c) (1) The managing entity shall operate until July 1, 2026, or a later date, as approved by the governing board, contingent on a review of the appropriateness and efficacy of the Government Operations Agency continuing to house the managing entity after July 1, 2026. (2) A recommendation to move the managing entity under the administration of another state department or agency shall be submitted by the governing board to the Legislature and the Governor through the governing board’s annual budget submission. (Added by Stats. 2021, Ch. 144, Sec. 8. (AB 132) Effective July 27, 2021.)
