§ 100457 University Campus Development Funding

This law sets aside $165 million for building new university, state college, and community college campuses in the 2000‑01 fiscal year, and lets the Legislature cut that amount later if other money is used for the same projects.

Key Takeaways

  • •The law earmarks $165 million for new campuses in the 2000‑01 budget.
  • •It covers UC campuses, new CSU campuses (under 5,000 students), and new community‑college sites.
  • •If other money is spent on those projects, the Legislature can shrink the bond‑money pool by exactly that amount.

Example

The state wants to open a brand‑new community college campus for 4,000 students.

The $165 million pool can be used to pay for the land, buildings, and equipment for that campus. If the state later finds that $10 million came from a separate grant, the Legislature can lower the $165 million allocation by $10 million.

How to Calculate

Adjusted Allocation = $165,000,000 – Reduction

  1. Start with the full amount set aside: $165,000,000.
  2. Find out how much money came from other (non‑bond) sources for the same campus projects.
  3. Subtract that amount (the Reduction) from $165,000,000. The result is the money that can still be used from the bond proceeds.

A $12 million state grant is given for a new university campus.

Result: Adjusted Allocation = $165,000,000 – $12,000,000 = $153,000,000

(a) Of the amount of bonds issued and sold pursuant to subdivision (b) of Section 100455, one hundred sixty-five million dollars ($165,000,000) shall be allocated in the 2000–01 fiscal year to be available only for the following purposes: (1) The development of new campuses of the University of California.
